Xu Yuan, Director and Chief Scientist of the Strategic Research Center at Qiyuan Laboratory. She has long been engaged in research and practice on artificial intelligence (AI) safety and ethical governance. She pioneered a “computable ethics” as a pathway for translating ethical principles into technical implementation, with a particular focus on addressing national security risks in the AI domain and the modernization of response capabilities. Her research has been adopted by relevant departments, delivering significant real-world impact.

Against the backdrop of intensifying great-power competition, Xu Yuan has remained at the forefront of technological innovation, leveraging AI to strengthen national security capabilities. She leads major research initiatives, including a key project under the National Social Science Fund on “Interpreting the Spirit of the 20th CPC National Congress. Through her work, she has developed an integrated innovation framework linking strategic demand, foundational research, capability development, and practical application. She has made breakthroughs in addressing critical challenges in AI safety within complex information environments. Notably, the end-to-end intelligent human–machine collaborative analysis platform she spearheaded has significantly enhanced the monitoring, prediction, and agile response to security risk events, delivering outstanding results in supporting Party and state decision-making as well as AI-enabled applications.

On the global stage of AI governance, Xu Yuan has been deeply engaged as a Chinese expert, contributing China’s perspectives and practical experience to international discussions. Her work has played an important role in strengthening China’s voice and shaping its external discourse in the field of artificial intelligence.
