The Legal Supervision Division of Beijing Municipal Comprehensive Law Enforcement Corps of Market Regulation always places political development at the forefront. It has taken the lead in completing multiple inspection rectification tasks, thereby strengthening institutional safeguards for comprehensive law enforcement work.

It has explored and established a dual review mechanism for individual cases, advancing the deep integration of legal supervision and disciplinary supervision. Over the past five years, the Division has taken the lead in formulating and revising more than 30 institutional documents, including the Interim Provisions on Case Handling, becoming a think tank and a driving force behind the steady advancement of Beijing’s comprehensive market regulation law enforcement reform.

The team innovatively established a five-in-one law enforcement supervision system, reviewing more than 1,200 case files. It also promoted the development of a comprehensive law enforcement platform covering municipal, district, corps, and institute levels, and participated in formulating the nation’s first administrative regulation on coordinated regulatory law enforcement.

Through regular legal training, the Division continuously enhances the professionalism and rule-of-law awareness of the law enforcement personnel. Guided by the principle of Capital-level Standards and Regulation for the People, the Division balances rigid discipline with humane governance.

The Division has also taken the lead in compiling more than 20 templates for reasoned law enforcement documents and providing mobile legal services at grassroots levels. By implementing inclusive and prudent regulation, issuing guidance on mitigated and reduced penalties, and strengthening supervision through case reviews and special governance campaigns, the Division has contributed to the continuous improvement of Beijing’s law-based business environment.
