Beijing Holds Training Session on Statistical Monitoring for Women and Children’s Development Under the 14th Five-Year Plan
Date:2026-4-22 10:42:45 Views:On April 21, the Office of the Beijing Municipal Working Committee on Children and Women, together with the Beijing Municipal Bureau of Statistics, held a training session on statistical monitoring for women and children’s development. The session aimed to fully implement the guiding principles of the 20th National Congress of the Communist Party of China (CPC) and subsequent plenary sessions of the 20th CPC Central Committee, ensure the successful completion of the final evaluation of the 14th Five-Year Plan for women and children’s development, and prepare for statistical monitoring under the upcoming 15th Five-Year Plan.
Chen Yanping, Vice President of the Beijing Women’s Federation and Executive Deputy Director of the Office of Beijing Municipal Working Committee on Children and Women, and Zhang Tiejun, Level 1 Bureau Rank Official of the Municipal Bureau of Statistics, attended the session and delivered remarks.

During the session, Nan Fang, Associate Research Fellow at the Beijing Academy of Social Sciences, delivered a keynote lecture titled “The Development of Child Welfare and Protection Policies toward the 15th Five-Year Plan and Its Implications for Grassroots Children Affairs.” Officials from relevant departments of the Municipal Bureau of Statistics introduced the statistical monitoring indicator system for women and children’s development, outlined key statistical tasks for 2026, and provided a special briefing on “Understanding Statistical Supervision and Identifying and Preventing Statistical Fraud.” Representatives from the Municipal Public Security Bureau, Tongzhou District Bureau of Statistics, and the Chaoyang District Office of the Working Committee of Children and Women of Beijing also shared their experiences and insights.
The meeting emphasized the need to enhance political awareness and fully recognize the importance of statistical monitoring, ensuring that the decisions and arrangements of the CPC Central Committee, the State Council, and the Municipal Party Committee and Government are implemented throughout the entire process. It called for a strong focus on achieving a successful conclusion to the 14th Five-Year Plan by conducting rigorous final evaluations, strictly ensuring data quality, and resolutely preventing “numerical-only compliance” or “paper compliance.” It stressed the importance of adopting a forward-looking and scientific approach in developing the statistical monitoring indicator system for the 15th Five-Year Plan, guided by the principles of relevance, scientific rigor, feasibility, and comparability, so as to provide solid support for the implementation of the new plan.
The training session was attended by more than 100 participants, including statistical personnel from member units of the Municipal Work Committee of Children and Women and related departments; officials and technical staff from district-level working committees of children and women and district statistics bureaus; and staff from the Office of Municipal Work Committee of Children and Women and the Municipal Bureau of Statistics.
