Beijing Women’s Federation Holds 2026 Training Course for Rights Protection Cadres and 12338 Hotline Staff
Date:2026-5-28 15:29:15 Views:To fully implement the guiding principles of the 20th National Congress of the Communist Party of China and the plenary sessions of the 20th Central Committee, thoroughly study and apply the important statements made by General Secretary Xi Jinping on women, children and the work of women’s federations, and meet the new requirements for women’s rights protection in the opening year of the 15th Five-Year Plan, the Beijing Women’s Federation held the 2026 Training Course for Rights Protection Cadres and 12338 Hotline Staff from May 25 to 28. Rights protection cadres from women’s federations in Tianjin, Hebei, Inner Mongolia and other provinces and municipalities were invited to this training, with a total of more than 80 attendees.

Zhang Ningyu, Vice President of the Beijing Women’s Federation, attended the opening ceremony and delivered an inaugural speech. She pointed out that safeguarding women’s legitimate rights and interests is the core essence of promoting gender equality and women’s all-round development. She urged participants to raise their political standing and understand the significance of rights protection work from the perspective of the country’s top priorities; to strengthen systematic thinking and rally cross-departmental synergy for rights protection in the social governance framework of co-construction, co-governance and shared benefits; to hone professional capabilities, serve women’s aspirations for a better life with a high-quality team that is politically strong, professionally competent and compassionate, and act as reliable, trustworthy and dependable “family” to women.

The training invited a number of experts, scholars and practitioners to give special lectures. Professor Li Mingshun from China Women’s University delivered a speech titled Thoroughly Studying and Implementing the Guiding Principles of President Xi Jinping’s Important Remarks and Accelerating the New Process of Women’s All-Round Development, which profoundly interpreted the keynote speech at the Global Women’s Summit, clarified the goals and tasks for women’s all-round development during the 15th Five-Year Plan period, and set the correct political direction for rights protection work. Liu Yuexin, a national people’s mediation expert, gave a one-day lecture titled Concepts, Methods, Skills and Risk Prevention in Mediating Marriage and Family Conflicts, systematically explaining concept updates, skill application and risk prevention in family dispute mediation, and analyzing typical cases to enhance participants’ practical capabilities in resolving family conflicts. Gao Lei, a specially appointed expert of the National People’s Congress Legislative Group for the Law of the People’s Republic of China on the Protection of Rights and Interests of Women, delivered a lecture titled Interpretation of Common Laws and Regulations on Women’s Rights Protection, sorting out the relevant legal system, analyzing the highlights and application difficulties of the Civil Code and the Law on the Protection of the Rights and Interests of Women based on common women’s rights protection issues, and consolidating participants’ legal foundation. Xun Yan, a senior psychological counselor, gave a lecture titled Add a Touch of Warmth—Scientific Psychological Support for Her Power, focusing on psychological adjustment and communication skills for rights protection cadres, guiding them to maintain resilience under pressure and convey warmth in services. Su Yun, Director of the Letters and Visits Division of the Rights Protection Department of the All-China Women’s Federation (ACWF), delivered a lecture titled Analysis of Key Issues in Women’s Federation Letters and Visits Work, explaining law-based classified handling, risk early warning and public opinion response based on common difficulties in frontline letters and visits work, and enhancing participants’ capabilities in standardizing complaint handling and resolving issues at the source.
During the training, a working meeting on the rights protection of the Beijing Women’s Federation system was also held. The meeting conveyed and studied the spirit of the 2026 Rights Protection Work Seminar of the ACWF, deployed six key tasks for rights protection work in light of Beijing’s actual conditions, and organized participants to exchange work experience and discuss promotion measures focusing on the construction of the 12338 Women’s Federation Rights Protection Service Center and the prevention and resolution of marriage and family disputes.
The four-day training was compact, practical and effective, featuring political vision, theoretical depth, practical precision and humanistic care. Participants unanimously stated that they would take this training as a new starting point, further strengthen exchanges and collaboration among women’s federations in Beijing, Tianjin, Hebei and Inner Mongolia, translate learning outcomes into concrete actions to serve women, and act as loyal guardians of women’s rights and interests, active disseminators of the rule of law culture, and firm participants in social governance with firmer commitment, more pragmatic measures and higher-quality services, making new contributions to advancing the protection of women’s and children’s rights and interests in the new era.
