Beijing Women's Federation

Advancing urban governance modernization and building a civilized, harmonious world requires the broad participation of women, children, and families. Guided by Party building, the Beijing Women’s Federation has leveraged its networking strengths, proactively addressed the diverse real-life needs of women, children, and families in the capital, and dedicated itself to building the Beijing Women and Children Service Platform. Featuring a “digital plus service” model, the platform integrates resources from multiple sectors and offers ten major sections, including “Most Outstanding Women of the Capital,” “Family Growth,” and “Rights Protection and Care,” along with four key functions: service maps, information inquiry, consultation services, and project applications. By integrating information dissemination, service navigation, rights protection consultation, and interactive engagement into one seamless operation, the platform has helped remove barriers in serving women at the grassroots level and strengthened guidance, service, and outreach efforts with dedication, thereby giving full play to the role of women’s federations as a bridge connecting women with the Party and government.

Strengthening Ideological Guidance and Achieving Sustained Service Engagement.

Enhancing communication and outreach. Building on the established lecture series themed “Most Outstanding Women of the Capital,” the Beijing Women’s Federation has vigorously promoted women’s study and outreach activities in government agencies, communities, universities, and emerging sectors. Dedicated online columns, including “Most Outstanding Women of the Capital,” “Tribute to the Capital’s Inspiring Women Achievers,” and “Showcasing Women’s Excellence in the Capital,” have been launched. Through short videos and other new media formats, the platform tells inspiring stories of women striving in the new era, guiding women to steadfastly follow the instructions of the Party and contribute to national development.

Promoting fine family values. Centered on the Family Growth section, the platform has built an online family culture gallery and launched programs that showcase the stories of the Capital’s Most Beautiful Families. Signature initiatives such as the “Caring Mothers Pairing Program” and family value promotion activities are presented in vivid, engaging ways, helping foster a new socialist family ethos characterized by love of country and family, mutual affection, self-improvement, pursuit of goodness, co-construction, and shared benefits.

Advocating lifelong learning. By linking with the Capital Women’s Lifelong Learning Platform, the service platform brings together practical information and resources covering family education guidance, health care, lifestyle, women’s empowerment, and support services for women, children, and families. The “Beijing Women Cadres Cloud Classroom” has also been launched, featuring columns such as “A Century of the Women’s Movement under the Leadership of the Communist Party of China: History and Experience” and “Women’s Leadership Open Classes·Women’s Storytelling Sessions,” which revisit the glorious history of the women’s movement and rally women’s strengths in pursuing shared dreams.

Creating Friendly Scenarios and Building Tangible, Accessible Service Networks

Launching the “Warmth for New Female Workers” QR Code. To better serve women in new forms of employment, Beijing developed and launched the “Warmth for New Female Workers” QR code, integrating service resources, information, maps, and support platforms into a single digital interface accessible with a simple scan. The service module alone brings together 1,100 “Harbor Stations,” 193 caring service stations, two charitable medical consultation hospitals, 860 caring restaurants, and 24 caring barbershops, providing thoughtful support for women working in emerging sectors.

Publishing dedicated service maps. Specialized service maps for women and children have been developed by integrating family education and value bases, family education guidance centers at municipal and district levels, rights protection agencies, marriage and family dispute mediation services, women volunteers’ sunshine stations, and child-friendly facilities. More than ten digital maps have been created, which enable one-click navigation and nearby searches, making services readily accessible.

Establishing online direct-access channels. A rights protection mailbox has been created to support the federation’s core function of safeguarding the lawful rights and interests of women and children. Content across all channels of the 12338 Women’s Rights Protection Hotline is updated in a timely manner, and 303 online services—including consultations, complaint handling, and legal aid guidance—have been delivered. An inquiry function has also been introduced to showcase recipients of honors such as National March 8th Red-Banner Pacesetters (Collectives), Beijing March 8th Red-Banner Medalists (Collectives), and the Capital’s Most Beautiful Families, with information readily available for query by the public. An interactive message board allows users to submit inquiries and suggestions and receive timely responses, bringing services closer to women’s needs.

Linking Policy Information and Providing Around-the-Clock Service Guidance. 

Empowering women’s development. Focusing on women’s needs for employment, entrepreneurship, skills enhancement, and career development, the platform launched special initiatives such as the Women’s Employment and Entrepreneurship Promotion Program, the Women’s Rural Revitalization Initiative, and the Women’s Science and Technology Innovation Initiative. These programs build platforms and provide services for women’s growth and talent development. By working with social organizations and volunteer groups, the platform also publishes volunteer activity highlights and recruitment information, encouraging women and families to actively participate in volunteer service and grassroots governance, thereby contributing their strengths to society. 

Caring for minors. Through content covering child-friendly branding, achievements, spaces, maps, and information resources, the platform provides policy guidance, science education, and parent-child activities, while actively promoting the “Lighting Up Children’s Futures” initiative and showcasing Beijing’s achievements in building a child-friendly city. Public-interest course columns such as “Guardians of Children’s Minds” and the “New Buds Cloud Classroom” address widely discussed topics including fostering children and teenagers’ intrinsic motivation and managing the excessive use of electronic devices. These programs offer practical, evidence-based parenting guidance and support the healthy growth of children and teenagers with care and dedication. 

Delivering policy information. The platform compiles laws and regulations including the Law on the Protection of Rights and Interests of Women, the Law on the Protection of Minors, and the Anti-Domestic Violence Law. It also publishes typical cases and rights protection guides to enhance legal awareness and self-protection capabilities among women and children. Dedicated webpages for the 12338 Women’s Rights Protection Hotline and family education services have been set up, bringing together more than 30 policy documents related to emerging sectors and enabling one-click access to rights protection and care services. Through coordinated efforts at municipal and district levels, the “Beijing Women” integrated media network offers real-time updates on the work of women’s federations across the city, making services and activities easy to access.

Going forward, the Beijing Women’s Federation will continue to respond to the evolving needs and expectations of women, children, and families, pool resources from all sectors, expand women- and child-friendly service scenarios, keep upgrading the “Warmth for New Female Workers” QR code, enrich service maps, policy information, and caring service networks, strengthen publicity and outreach, and enhance interaction and engagement. The goal is to build the platform into a trusted, reliable, and indispensable “family home” for women and children across the capital.
