On the afternoon of June 23, the administrative organs directly under the CPC Beijing Municipal Committee held a commendation conference to honor outstanding Party members, outstanding Party affairs workers, and advanced grassroots Party organizations. Zhao Lei, member of the Standing Committee and Secretary-General of the CPC Beijing Municipal Committee, and Secretary of the Working Committee for Beijing Municipal Organs, attended the conference and delivered a speech. Also in attendance were Deng Huiyong, Deputy Head of the Organization Department of the CPC Beijing Municipal Committee, officials of the Working Committee for Beijing Municipal Organs, Party committee secretaries of various municipal departments and units, representatives of the commendation recipients—including outstanding Party members, outstanding Party affairs workers, and advanced grassroots Party organizations—as well as representatives of Party members who have been awarded with the “50-Year Honorary Party Membership” commemorative medals. The conference was presided over by Li Yanlai, Executive Deputy Secretary of the Working Committee for Beijing Municipal Organs.

The conference noted that in recent years, under the guidance of the Working Committee for Beijing Municipal Organs, Party organizations at all levels and all Party members and cadres within the municipal organs have steadfastly followed Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. They have fully implemented the guiding principles of the 20th National Congress of the Communist Party of China (CPC) and the plenary sessions of the 20th CPC Central Committee. They also thoroughly studied and implemented General Secretary Xi Jinping’s important speeches, instructions, and directives on Party building in government organs. Focusing on the “Four Leads” and highlighting the “Three Persistences” and “Four Greater Emphases,” they have strengthened Party building in government organs in an all-round manner. By taking the lead and setting a benchmark in serving the development of the capital in the new era, they have achieved new progress and outcomes in high-quality Party building to drive the high-quality development of the capital.

The conference emphasized that Party organizations at all levels and all Party members and cadres within the municipal organs must stay committed to the capital’s responsibilities and mission, strengthen capital awareness, uphold the highest standards, and comprehensively improve the performance of Party building in government organs. With new responsibilities and actions, they should serve and promote the high-quality development of the capital in the new era.

They should strengthen political loyalty and take the lead as the first echelon. They must give top priority to Party political construction to cultivate political loyalty and capabilities that match the capital’s highest standards. They should study and implement Xi Jinping thought on Party building, carry out in-depth education on loyalty to the Party, and improve long-term mechanisms for implementing the decisions and directives of the CPC Central Committee and General Secretary Xi Jinping’s important instructions. They should guide Party members and cadres to regard the successful start and implementation of the 15th Five-Year Plan as the most vivid and practical test of practicing the “Two Upholds.” With higher standards and stricter requirements, they must better serve and support the city’s central tasks and major missions, ensuring that the decisions of the CPC Central Committee and the requirements of the CPC Beijing Municipal Party Committee are fully implemented.

They should strengthen practical responsibility and serve the capital’s development. Staying committed to the goal of taking the lead nationwide in basically achieving socialist modernization, they should identify key levers for Party building to support central work and improve mechanisms for joint planning, deployment, implementation, and evaluation of Party building and business work. They should also guide Party members and cadres to focus on their primary responsibilities and core businesses, actively offer suggestions, and enhance proactive performance of duties. The effectiveness of Party building leadership should be translated into ideas and measures for planning and advancing economic and social development during the 15th Five-Year Plan period, and into vivid practices for promoting the capital’s new development.

They should solidify grassroots foundations and gather momentum for progress. A clear orientation must be established that all Party work is rooted in Party branches. They should continuously promote standardized and institutionalized Party branch building and the development of “Four-Strong” Party branches. Guided by the Implementation Opinions on Classified Guidance for Party Branch Building in Municipal Organs and by the cultivation of demonstration sites for learning and exchanges, they should continue to implement the three-year performance improvement action plan to enhance the political and organizational functions of Party organizations.

They should strengthen discipline and rules and foster a clean and upright atmosphere. Political discipline and rules must be strictly observed. They should maintain political clarity, strengthen Party spirit cultivation, and improve ideological awareness, becoming more conscious in self-cultivation, self-restraint, and self-reform. They should fully implement General Secretary Xi Jinping’s important requirement of “three earnest and solid practices,” and carry out in-depth education on establishing and practicing a correct understanding of governance performance to improve ideological understanding, with continuous efforts in deep learning, firm belief, and resolute action. The outcomes of this education should be integrated with the implementation of major decisions made by the CPC Central Committee and the city’s central work. They should consciously deliver achievements that benefit the people and demonstrate performance through practical work, translating the outcomes of learning and education into concrete actions that promote high-quality development.

At the conference, 100 outstanding Party members, 100 outstanding Party affairs workers, and 100 advanced grassroots Party organizations were commended. Certificates and medals were presented to representatives of the honored individuals and collectives, and commemorative medals for “50 Years of Honorary Party Membership” were awarded to representative veteran Party members. Three representatives of the awardees shared their experiences at the conference.
