On July 3, the Beijing Municipal Working Committee on Children and Women (BMWCCW) convened its 2026 Plenary (Enlarged) Session, at which the Beijing Development Plan for Women and Children During the 15th Five-Year Plan Period (Draft for Approval) was deliberated and adopted. Xia Linmao, Member of the Standing Committee of the CPC Beijing Municipal Committee, Executive Vice Mayor of Beijing, and Director of the BMWCCW, attended and addressed the meeting. Zeng Jin, Secretary-General of the Beijing Municipal People’s Government and Executive Deputy Director of the BMWCCW, presided over the meeting.

Wu Jiliang, Deputy Secretary-General of the Beijing Municipal People’s Government and Deputy Director of the BMWCCW, conveyed the guiding principles of the Fourth Plenary Meeting of the National Working Committee on Children and Women under the State Council. Zhou Zhijun, Director of the General Administrative Office of the BMWCCW and President of the Beijing Women’s Federation, provided an explanatory briefing on the drafting of the Beijing Development Plan for Women and Children During the 15th Five-Year Plan Period (Draft for Approval). Relevant officials from the Political and Legal Affairs  Commission and the Publicity Department of the CPC Beijing Municipal Committee, and the Beijing Municipal Health Commission also delivered remarks and shared their insights.

Xia Linmao pointed out that the cause of women and children is an integral part of the overall cause of the Party and the State. General Secretary Xi Jinping attaches great importance to women and children’s work and has made a series of important discourses and instructions, providing fundamental guidance for this endeavor. Over the past five years, under the strong leadership of the CPC Beijing Municipal Committee and the Beijing Municipal People’s Government, the city has successfully achieved the goals and tasks for the development of women and children and family building outlined in the 14th Five-Year Plan. Aligning with the requirements of the CPC Central Committee and the highest standards expected of the capital, and responding to the new expectations of women and children, he stressed the need to prioritize women and children’s work and integrate it into overall planning. The city should continue to optimize the development environment for women and children, and promote the high-quality development of the women and children’s cause in the capital with the highest standards.

The meeting called on all districts and departments to take the implementation of the new round of the development plans as a key focus to ensure a strong start for the women and children’s cause in the capital during the 15th Five-Year Plan period. Efforts must be made to effectively promulgate, implement, and publicly interpret the plan, refine implementation measures and work arrangements, and expedite the formulation of a statistical monitoring indicator system with clear timetables, task lists, and roadmaps. The meeting stressed the need to promote gender equality and the comprehensive development of women by enhancing full-lifecycle health services for women, strengthening legal and institutional safeguards, and preventing and mitigating risks in this field, thereby empowering women to contribute to the capital’s high-quality development. Furthermore, it is essential to strengthen the care and protection of minors, deepen their ideological and moral education, improve children’s health services, enhance care and assistance for children in difficult circumstances, and better safeguard the legitimate rights and interests of the minors. Efforts should also be directed toward optimizing family development policies and creating a birth-friendly environment, strengthening childbirth support services, enriching comprehensive family services, deepening the cultivation of family values, family education, and family traditions, and driving the city-wide effort to build a child-friendly city.

The meeting called on all districts and departments to integrate the Party’s leadership into every aspect of women and children’s work, ensuring that the educational outcomes of establishing and practicing a correct understanding of performance governance translate into tangible results in promoting the high-quality development of the capital’s women and children’s cause. It is important to continuously improve the working mechanism for the women and children’s cause—characterized by Party committee leadership, government primary responsibility, BMWCCW coordination, multi-departmental cooperation, and society-wide participation—to foster a working dynamic with smooth communication, seamless vertical integration, and strong coordination. Investment in the cause of women and children must be increased, and projects benefiting women, children, and families should be incorporated into the government’s list of practical initiatives for public wellbeing, to further improve relevant basic public services and social security.

Relevant officials from the General Administrative Office and the Research Office of the Beijing Municipal People’s Government, deputy directors, members, and liaisons of the BMWCCW from member units, directors, deputy directors, and members of district-level BMWCCWs, as well as staff from both municipal and district BMWCCW offices, attended the meeting.
