Beijing Women's Federation

To continuously enhance the quality and effectiveness of rights protection services for women and children, and to solidify the foundation for their high-quality development in the capital, the Beijing Women’s Federation organized an exchange meeting on rights protection work involving both municipal and district levels. Zhou Zhijun, Secretary of the Leading Party Members’ Group and President of the Beijing Women’s Federation (BWF), attended the meeting. Zhao Hongwei, Deputy Secretary of the Leading Party Members’ Group, Vice President, and Level I Bureau Rank Official of the BWF, presided over the meeting. All officials from the BWF’s administrative organs and affiliated institutions, as well as members of leadership teams and officials from district-level women’s federations, participated in the meeting.

At the meeting, Zhang Ningyu, Vice President of the BWF, shared her reflections and experience on women’s rights protection work. She emphasized the need to elevate political awareness and fully recognize the significance of this work. She noted that fulfilling this role is a political responsibility to uphold the “Two Upholds” and implement the decisions and arrangements of the CPC Central Committee, a baseline project for maintaining overall social stability and strengthening the capital’s security defense, and a people-oriented initiative that wins the hearts of the public while consolidating grassroots governance. She stressed the importance of grasping the legal positioning of rights protection work in the context of development and stability, the building of a birth-friendly society, and the challenges and opportunities of the digital era, and of advancing this work within the overall framework of law-based governance in China. Furthermore, she called for accurately defining the functional positioning of women’s federations by integrating their roles in guidance, services, and outreach, leveraging their unique “linkage” advantage to strengthen rights protection work, and effectively safeguarding the legitimate rights and interests of women and children through the organic integration of these functions.

Han Dongmei, Director of the Rights and Interests Department of the BWF, delivered a thematic presentation titled “Pooling Strength to Consolidate the Foundation for the High-Quality Development of Women and Children.” She highlighted the need to actively integrate into the grassroots social governance framework, continuously improve a full-chain rights protection mechanism that covers source governance and institutional safeguards, process-based risk prevention and control, and diversified end-stage services, while coordinating efforts across departments to build a robust protection network for the rights and interests of women and children.

District-level women’s federations also shared their practical experiences based on local characteristics and achievements. Liu Lan, Party Secretary and President of the Haidian District Women’s Federation, introduced practical approaches to preventing and resolving risks in the field of women’s and children’s affairs, as well as handling rights protection demands with precision. This demonstrated the responsibility of grassroots women’s federations in safeguarding the bottom line of security and advancing rights protection services. Cao Jing, Party Secretary, President, and Level I Division Rank Official of the Daxing District Women’s Federation, presented achievements in building diversified rights protection service platforms, addressing grassroots challenges in rights protection work, and extending service reach, offering valuable examples for resource integration and coordinated governance in grassroots rights protection efforts.

Grounded in the actual work of women’s federations in the capital, the exchange meeting focused on key tasks in safeguarding the legitimate rights and interests of women and children, providing professional guidance and facilitating experience sharing. It served as an effective platform for officials across municipal and district levels to learn and exchange practices, promoting coordinated and high-quality advancement of rights protection work across the system. Participants widely noted that the meeting was rich in content, highly practical, and closely aligned with grassroots implementation and key challenges, thus offering strong guiding significance. Moving forward, they will thoroughly absorb the meeting’s spirit and advanced experience, fulfill their responsibilities with initiative, and effectively carry out rights protection work by integrating it into daily routines, regular practices, and grassroots efforts, contributing women’s strength to building a safer and more exemplary capital region under the rule of law.
