To thoroughly implement Xi Jinping Thought on the Rule of Law and fully carry out the requirements of the Ninth Five-Year Plan for Publicity and Education on the Rule of Law, the Beijing Women’s Federation, Beijing Municipal Bureau of Justice, Political and Legal Affairs Commission of Fengtai District, Fengtai District People’s Court, Fengtai District People’s Procuratorate, Fengtai District Bureau of Justice, Xincun Subdistrict of Fengtai District, Cangzhou Municipal Bureau of Justice in Hebei Province, and Political and Legal Affairs Commission of Xiongxian County in Hebei Province, jointly launched the 2026 “Women’s Legal Education at the Grassroots” initiative in accordance with the arrangements of the All-China Women’s Federation and the Ministry of Justice. The initiative delivered legal knowledge and rights protection services directly to rural women, harnessing the rule of law to empower women and advance coordinated grassroots governance across the Beijing-Tianjin-Hebei region.

Legal Education at Women’s Doorstep: Protecting Rights Through Real Cases

On August 21, a distinctive legal education seminar was held in the conference room on the second floor of the Huangwan Village Party-Mass Service Center, attracting 24 women representatives. Guo Cuicui, a Grade-4 Senior Judge at the Huaxiang People’s Court of Fengtai District and a member of the Women’s Legal Protection Alliance, delivered a talk on the protection of women’s and children’s rights and interests. Drawing on real cases from judicial and procuratorial practice, she explained in clear, accessible language the legal knowledge most relevant to rural women, covering marriage and family, property rights, and protection against domestic violence.

Village-Community Collaboration for Governance: Sharing Experiences in Law-Based Governance

Following the seminar, participants held in-depth discussions on the development of “National Model Villages and Communities for Democratic Governance under the Rule of Law.” Jin Meirong, a representative of Wanniang Huacheng No. 1 Community, shared her community’s experience and practices in advancing law-based community development and grassroots governance. The head of the Party-Mass Affairs Office of Xincun Subdistrict presented the subdistrict women’s federation’s mediation work and key approaches in resolving marriage and family disputes. The director of the Subdistrict Civic Activity Center introduced the activities of the Xincun Poetry Society and the Xinyun Mediation Room, which promote social harmony through culture and poetry while resolving disputes through the rule of law. Gu Minghui, a procurator from the Fengtai District People’s Procuratorate, explained how the “Procuratorial Assistance for Fengtai Governance” mechanism allocates procuratorial resources to communities to safeguard women’s rights and interests. Xincun Subdistrict and Huangwan Village held in-depth discussions on deepening village-community collaboration and reached a consensus on promoting the sharing of legal resources, with a shared commitment to integrating women’s legal education into routine grassroots governance.

Synergy Through Coordination: Integrating Legal Education into the Broader Governance Framework

The event was a vivid example of the “Women’s Legal Education at the Grassroots” initiative in action within the broader framework of coordinated development across the Beijing-Tianjin-Hebei region. The Beijing Women’s Federation and the Beijing Municipal Bureau of Justice have adopted a “Legal Education Plus” model, integrating public legal education with regional cooperation and grassroots governance. They have mobilized the Women’s Legal Protection Alliance, legal education volunteers, and other resources to bring legal knowledge and rights protection services directly to communities at the grassroots level.

On the same day, the delegation also visited the Huangwan Revolution History Exhibition Hall and traveled to Hugezhuang Village in Longwan Town to conduct research on grassroots governance led by Party building.

The Warmth of the Rule of Law Reaches the Grassroots: Women’s Action Never Stops

From urban communities to villages in Xiong’an District, and from legal education seminars to village-community collaboration, the “Women’s Legal Education at the Grassroots” initiative has delivered legal services that are both warm and substantive, embedding the principles of the rule of law deep into grassroots communities. By integrating legal education into everyday settings and services, the initiative has effectively enhanced the legal awareness and rights protection capabilities of women and their families, fostering a positive social environment that respects women and cares for children.
