BWF Issues Document for Supporting Female Sci-tech Talents

The Women's Action for Scientific and Technological Innovation: Beijing Actions was recently issued by eight government authorities, which are the Beijing Women's Federation (BWF), Beijing Municipal Human Resources and Social Security Bureau, Beijing Municipal Science and Technology Commission, Beijing Municipal Education Commission, Beijing Municipal Health Commission, State-owned Assets Supervision and Administration Commission of People's Government of Beijing Municipality, Beijing Federation of Trade Unions and Beijing Association for Science and Technology.

 

Through the establishment of a contact and coordination mechanism, four actions will be carried out to stimulate the vitality of female scientific and technological talents in Beijing, guide them to consciously shoulder their historical mission in scientific and technological innovation, and contribute to the in-depth implementation of Beijing's strategy of enhancing sci-tech development and the acceleration of the city's development as an international sci-tech innovation center.

 

I. Strengthen ideological guidance through activities

 

Adhere to guidance from the perspective of ideological and political education and values, help female scientists to enhance the sense of responsibility, mission, and urgency of serving innovation-driven development. Encourage them to take the historical responsibility of serving innovation-driven development and strive to build a great cause, champion good social practices, and pursue their dreams.

 

1. Commendation

 

Commend more outstanding female sci-tech workers in science and technology, education, health and other industries.

 

Increase the ratio of outstanding female sci-tech workers in the selection of the March 8th Red-Banner Award Holder (Medal), "women pacesetters for achievements" and "advanced women's teams." Commend a group of outstanding women who have made contributions to build Beijing into an international sci-tech innovation center.

 

2. Selection

 

Carry out "the most beautiful women workers in the capital" selection activities to select outstanding female sci-tech researchers, physicians, entrepreneurs and craftswomen for their work in cutting-edge technologies such as artificial intelligence, blockchain, brain science, quantum computing, the development of Beijing's Zhongguancun, Huairou and Future science cities and the development of Beijing as an international sci-tech innovation center, the transformation of sci-tech results,  sci-tech services, and sci-tech-supported anti-epidemic efforts.

 

3. Publicity

 

Discovering female sci-tech workers' patriotism, innovation, truth-seeking, dedication, collaboration and educating spirits, and tell their stories about scientific research and innovation.

 

4. Lectures

 

Organize female academicians, scientists, craftswomen to give speeches themed with love for the Party and the country in universities and enterprises, and lead them to integrate their patriotic feelings into the great practice of realizing the Chinese dream.

 

II. Support the development of female talents

 

5. Establish talent pool

 

Set up a database to track and analyze the development of female sci-tech talents, and conduct research to provide data support and decision-making references. Make the talent pool covering multi-level talents that include academicians, leading talents, backbone talents, and rising talents, dynamically reserving a group of female talents from various fields.

 

6. Strengthen training

 

Regularly organize training for female talents and recommend them to join high-level training classes about the national and regional conditions. Encourage and support young female sci-tech leaders, female doctoral candidates or postdoctoral fellows to participate in the selection of young female scientists and future female scientists. Carry out the "Great Craftspeople" selection and establish innovation studios for employees, especially in industries where women are concentrated.

 

7. Support entrepreneurship and innovation

 

Strengthen the support of sci-tech incubators and start-up parks for female entrepreneurs. Increase the proportion of women in talent-selecting plans and cultivate more female entrepreneurs in sci-tech field. 

 

Promote the landing and transformation of scientific and technological achievements in enterprises run by female entrepreneurs, and help enterprises with women as leaders become the main force of R&D investment, technological innovation and research result application.

 

Support more female sci-tech workers to participate in the program promoting rural sci-tech entrepreneurship and serve the revitalization of rural areas. Carry out practical activities to promote the innovative development of female sci-tech talents in the Beijing-Tianjin-Hebei region.

 

8. Build platforms

 

Carry out themed talent exchange activities, such as Beijing-Taiwan Science and Technology Forum Women's Forum and She Loves Tech startup contest, to support and encourage female sci-tech workers to conduct academic exchanges, and actively participate in the construction of a platform, talent recommendation activities, and youth talent support projects. Increase support for women in overseas and cross-border projects and encourage them to participate in the work of international sci-tech organizations. Recommend outstanding female sci-tech workers to people's congresses and CPPCC committees at all levels.

 

III. Optimize environment for innovation

 

9. Optimize policy environment

 

Create conditions to attract more female sci-tech workers during the organization and implementation of Beijing's talent cultivating plans. Appropriately relax the age limit for female applicants during the organization and implementation of projects such as the "Beijing science fund for outstanding young scholars" and the "Beijing natural science fund for youth." Encourage scientific research units to set up special research projects for female researchers.

 

Create a good scientific research environment for pregnant and nursing female sci-tech workers. During the implementation of talent cultivating projects such as the "Beijing natural science fund" and "Beijing science and technology rising star program", female workers are allowed to extend their research if they are in pregnancy and breastfeeding period.

 

10. Improve evaluation system

 

During the assessment of candidate projects of the "Beijing natural science fund," implement a policy that gives priority to women scientists' projects under the same conditions.

 

During the recommendation of candidates and project assessment for national and Beijing's talent plans, encourage experts to support female sci-tech talents and increase the proportion of female talents selected in accordance with the principle of "women first under the same conditions."

 

Make better use of the role of female talents in decision-making advice, and increase the proportion of female experts in the assessment of Beijing's science and technology projects and awards and talent plans. In the establishment of Beijing's pool of science and technology experts, encourage women who meet the requirements to join the pool.

 

11. Set up association

 

Build bridges and ties between the Party and government to keep in close touch with female sci-tech workers, and promote their growth and development. Highlight the importance of promoting academic integrity among female sci-tech workers, and guide female sci-tech workers to participate in science popularization, social science popularization actions and international exchanges.

 

Support female sci-tech workers to carry out voluntary services on popularizing science in rural areas and communities and enhance their role and status in sci-tech innovation and social development.

 

12. Leverage role of women's organizations

 

Increase efforts to work with women's organizations, including associations of women professors, physicians, entrepreneurs, lawyers and financiers. Carry out research on female sci-tech workers in various fields to collect their needs in a timely manner and learn about their conditions.

 

Leverage advantages of women's organizations in professionalism and resource, promote collaboration and mutual assistance among women's organizations in various fields, and provide services such as financing policy guidance, sci-tech achievements transformation, intellectual property protection, and medical and health support to scientific research.

 

IV. Pay attention to basic needs

 

13. Serve the needs in living

 

Focus on development and burden reduction for female sci-tech workers, and provide them with services in terms of marriage and family, protection of rights and interests, child and elderly care and housekeeping. Learn the needs of high-level female sci-tech talents, especially academicians, and provide order-taking services and customized services in terms of housekeeping and care.

 

14. Serve the needs in health

 

Encourage female sci-tech workers to participate in various health activities to improve their quality of life. Promote the mental health of female sci-tech workers, build a service platform and provide psychological counseling and decompression services timely for more workers.

 

15. Create maternity-friendly environment

 

Care for female sci-tech workers during pregnancy and nursing periods, and encourage new-type R&D institutions, sci-tech business incubators and public startup spaces to strengthen care and services for them. Further promote the construction of public baby-care rooms, implement a flexible working system, encourage and support all units to create a maternity-friendly working environment, and actively create conditions for female sci-tech workers during pregnancy and baby-nursing periods.

 

16. Cultivation of reserve force

 

Encourage and support schoolgirls to participate in sci-tech competitions among primary and secondary school students. Promote the participation of schoolgirls in various science popularization education activities.

 

Carry out gender equality education in schools of all levels and types to eliminate the negative impact of gender stereotypes on schoolgirls' vocational choices. Encourage more female college students to participate in academic exchanges and guide more schoolgirls to choose scientific research as their lifelong career.

 

Leverage the leading role of female academicians and professors to provide guidance for the development of young women talents in science and technology.
