Beijing Women's Federation

Beijing Women's Federation (BWF) held a meeting on September 16 to guide the work of women's federations at district level. Heads of women's federations of several districts of Beijing shared their work experience. Zhang Yajun, Secretary of the Leading Party Members' Group and President of BWF, gave a speech. BWF Vice-President Wei Jiang presided over the meeting. Leaders of BWF and heads of functional departments and public institutions of BWF attended.

Presidents of women's federations of Dongcheng, Chaoyang, Haidian, Daxing and Yanqing districts discussed women's work. Lü Hui, President of Dongcheng Women's Federation, introduced the establishment of a women's group in a community's property management committee. Su Jing, President of Chaoyang Women's Federation, introduced a family-related work model that adheres to the leadership of Party building and helps social governance at the grassroots level through measures such as project innovation and diversified solutions to resolve family conflicts.

Wu Hongrong, President of Haidian Women's Federation, shared practices and results based on regional advantages, including strengthening the unity of female scientific and technological talents and stimulating innovative vitality. Zhuang Weihua, President of Daxing Women's Federation, introduced the methods of building a social rights-protection mechanism. Zheng Yuling, Secretary of the Leading Party Members' Group of Yanqing Women's Federation, shared how women's federations support the organization of the Beijing 2022 Winter Games.

Zhang praised the work of women's federations at district level. She stressed that more work should be done for the start of the 14^th Five-Year Plan period and focusing on the centenary of the Communist Party of China (CPC) and the Beijing 2022 Winter Olympic Games. Efforts should also be made regarding family traditions and family education, women's action in sci-tech innovation, and building child-friendly city, as well as women's rights-protection services, organization development of women's federations and the implementation of the work plans of All-China Women's Federation (ACWF).

Specifically, Zhang urged to make new district-level plans on women and children's development, enhance the implementation and publicity of the plans and to make good use of the gender-equality assessment mechanism.

Zhang urged all women's federations to strengthen ideological and political guidance through lecturing on the spirits of General Secretary of CPC Central Committee Xi Jinping's important speech that marked the centenary of the founding of the CPC, strengthening the Party history learning and education, and providing practical services to women. She said that the preparation of the Beijing 2022 Winter Games and COVID-19 pandemic prevention and control should be highlighted at the same time and activities of promoting winter Olympic culture, family's participation in and voluntary services for the winter Olympics should be carried out.

Focusing on main tasks, Zhang called on women's federations to support family education, improve their abilities to serve families and leverage the role of family in grassroots social governance. To promote women scientists' innovation, federation should help create a better working environment for female scientific and technological talents, especially female academicians and young women scientists in Beijing. Federations should also take actions toward building a child-friendly city with a deeper understanding of the meaning of being child-friendly.

Zhang also emphasized enhancing rights-protection services targeted at women and children, implementing the plans and requirements of the ACWF regarding the development and reform of women's federations at all levels during the 14th Five-Year Plan (2021-25) period, and promoting the Party building work in new industries and groups. Federations should take the opportunity of elections of their new heads to have more part-time vice-presidents and members of executive committees and should use well the capital women's lifelong learning platform.

She made requirements on highlighting political awareness, making all-round plans for work, sticking to high standards and promoting practical progress of work.
