Zhang put forward a three-point proposal on implementing the spirit of the 13th Beijing Municipal Congress of the Communist Party of China (CPC), the policies and decisions of the Beijing Municipal Committee of the CPC, and promoting the work of women's federations to a higher level in the new situation.

First, the BWF should adhere to a clear-cut political stand in its overall work, attach great importance to the political role of the capital city, arm itself with the Party's innovative theories, have a deep understanding of the decisive significance of the establishment of both Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and uphold Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and the Central Committee's authority and its centralized, unified leadership. The federation should absolutely carry out the policies and decisions by the Party Central Committee, the Beijing Municipal Party Committee and the All-China Women's Federation (ACWF), and make new achievements in the promotion of the overall work, women and family's affairs.

Second, the BWF should strive to give excellent performance in all its work with the trust of the CPC Central Committee and the Beijing Municipal Committee of the CPC and to provide satisfying services to the people. It will strengthen the awareness of being a leading force, align with the requirements of Beijing's political status as a capital city, and follow the development targets of the city for a new era. It will take intensified efforts to deepen ideological and political guidance, fend off major risks, serve the overall development, promote family building, family education and traditions, and protect the rights and interests of women and children.

Third, the BWF should fully leverage its exemplary functions, bear in mind fundamental national interests and the Party's mission, foster strong affection for the people, do concrete things for women, fulfill obligations and firm up Party consciousness in the completion of key tasks, facilitate the integration between Party-building affairs and other regular work, and set stage for the upcoming 20th National Congress of the CPC with concrete actions.
