Beijing Women’s Federation Holds Thematic Party Lecture on Establishing and Practicing a Correct Understanding of Performance Governance

Zhou Zhijun, Secretary of the Leading Party Members’ Group and President of the Beijing Women’s Federation, delivered a thematic lecture titled “Women’s Hearts Toward the Party, Making Contributions to the 15th Five-Year Plan.” Members of the Leading Party Members’ Group of the Federation, bureau-level officials, all Party members of the administrative organs and affiliated institutions, members of the joint Party branch of social organizations, as well as leadership teams and officials of district women’s federations attended the session.


Centering on the theme of establishing and practicing a correct understanding of performance governance, Zhou guided participants to revisit the century-long glorious history of the women’s movement under the leadership of the Communist Party of China, drawing spiritual strength to advance in the new era. She also reviewed the development trajectory of China’s Five-Year Plans, the National Program for Women’s and Children’s Development, and the Beijing Women’s and Children’s Development Plan, inspiring women to make greater contributions in the new era. Responding to the call to “build a new China as we build ourselves, and jointly create a better life,” she highlighted to need to maintain and enhance political awareness, progressiveness, and mass orientation.
She emphasized three key aspects: First, uphold a clear political stance. Participants must thoroughly study and implement Xi Jinping Thought on Party Building, and his important discourse on establishing and practicing a correct understanding of performance governance. They should strengthen ideological and political guidance from a higher political standpoint, mobilize women in the capital to contribute to the 15th Five-Year Plan with greater responsibility, and step up efforts to implement women’s and children’s development plans, rallying women to ensure a strong start to the plan period.
Second, pursue pragmatic and innovative development. Efforts should focus on enhancing the quality and expanding the capacity of women’s domestic services to drive women’s all-round development; leverage family wellbeing as a key driver to foster social harmony; and prioritize rights protection and care services to better meet the needs of women and children, thereby serving women in creating a better life.
Third, unite and strive for common growth. Women’s federations at all levels should build stronger organizations aligned with the goals of being learning-oriented, action-oriented, innovative, and open. Officials of women’s federations should integrate their personal growth into the broader national development agenda, embrace lifelong learning, and achieve mutual empowerment between career development and family life, and join hands with women to shape a better version of themselves.
Participants unanimously agreed that the thematic lecture was rich in content, vivid and profound, combining high political standing, practical relevance, and emotional resonance. Moving forward, they will take the study and implementation of Xi Jinping Thought on Party Building as a key political task, closely integrating it with the educational initiative on establishing and practicing a correct understanding of performance governance. They pledged to translate learning outcomes into strong momentum and concrete actions for advancing women’s development in Beijing during the 15th Five-Year Plan period, promote the cause of women and children in the capital to a new level with higher standards, and contribute women’s strength to writing a new chapter of Chinese modernization in Beijing.
