To fully implement General Secretary Xi Jinping’s important discourses on strengthening family education and fostering fine family traditions, as well as his key instructions and directives on work related to children and adolescents, and to actively promote the development of a family-school-society collaborative education mechanism for minors, the Beijing Women’s Federation and the Beijing Internet Court convened a symposium and signed a framework agreement on August 17, 2026, to jointly establish the Beijing Innovative Practice Base for Family Education on Digital Literacy. The event was attended by Zhou Zhijun, Secretary of the Leading Party Members’ Group and President of the Beijing Women’s Federation; Jiang Ying, Secretary of the Party Leadership Group and President of the Beijing Internet Court; Chen Yanping, Member of the Leading Party Members’ Group and Vice President of the Beijing Women’s Federation; and Sun Mingxi, Member of the Party Leadership Group and Vice President of the Beijing Internet Court. Deputies to the National People’s Congress, and relevant staff from the Beijing Women’s Federation and the Beijing Internet Court, also participated in the event.

Symposium on Promoting Digital Literacy Among Adolescents

Jiang Ying, Secretary of the Party Leadership Group and President of the Beijing Internet Court, and Chen Yanping, Member of the Leading Party Members’ Group and Vice President of the Beijing Women’s Federation, jointly signed the Framework Agreement on the Joint Establishment of the Beijing Innovative Practice Base for Family Education on Digital Literacy

 

Moving forward, the two sides will establish a regular collaboration mechanism, jointly develop standardized parenting courses, and extend the high-quality resources of the “Shouhu Future · e-Class” program to community-based parent schools, making legal education accessible to thousands of households. They will also deepen collaborative research and talent co-development, delivering intellectual support and long-term safeguards for family education on digital literacy through targeted research and two-way training mechanisms.

During the symposium, participants shared updates on online protection work for minors, and put forward targeted suggestions for the base’s future development.

Jiang Ying, Secretary of the Party Leadership Group and President of the Beijing Internet Court, noted that this joint initiative is an innovative measure to thoroughly implement General Secretary Xi Jinping’s key instructions and directives on the protection of minors, marking that cooperation between the two sides has evolved from coordinated action to a new stage of institutional collaboration.

Zhou Zhijun, Secretary of the Leading Party Members’ Group and President of the Beijing Women’s Federation, pointed out that the two sides should take the base as a new starting point, give full play to their respective strengths, strengthen resource integration, advance “law popularization through case studies,” boost families’ awareness of the rule of law and digital literacy, and strive to develop a “Beijing model” for collaborative governance over minor online protection.

The base’s first on-site practice activity was launched concurrently, where representatives of parent-child families from the “Chaoyang Children’s Voices” Observation Group in Chaoyang District and the “Most Beautiful Families in Beijing” participated in an immersive study tour.
