Beijing Xicheng District Government Hotline Management Center

The Xicheng District Government Hotline Management Center has focused on advancing the “receive and act upon public complaints” service in the core functional area of the capital. It has effectively served as the district’s central hub for overall coordination and, through perseverance and responsibility, has built a bridge connecting government services with the people’s livelihood.

Rooted firmly on the front lines, the Center has upheld a steadfast 24/7 duty system, standing watch year‑round without interruption. With precision and dedication, it ensures the seamless operation of services, skillfully managing the dispatch of public appeals, emergency duty shifts, and coordination during emergencies.

In the face of citizens’ urgent needs and pressing concerns, the Center has consistently acted swiftly and decisively. To date, it has efficiently resolved more than 1.5 million hotline appeals, ensuring that every public concern receives a response and every issue is properly addressed.

By systematically compiling and establishing more than 1,700 items in the District‑Level Dispatch Guidelines, the Center has implemented a closed‑loop process covering “dispatch, closure, and supervision.” All 99 district units have been equipped with a dedicated Service Commissioner to ensure one‑to‑one precision in implementation. This rigorous approach has steadily improved outcomes, driving year‑on‑year increases in both resolution rates and public satisfaction across the district.

By deepening proactive governance, the Center has taken the lead in leveraging five core functions of the “receive and act upon public complaints” mechanism—risk detection, policy recommendations, data mapping, comparative evaluation, and digital and intelligent governance. Tackling 84 governance topics head‑on, it has introduced five targeted “small‑scale” reform measures. On the front lines of grassroots governance and public services, these efforts vividly demonstrate women’s responsibility and commitment in action.

The operations team of Beijing Shushan Jingke Catering Management Co., Ltd. at XiXiang AI Bistro—Jingxi Zhigu Store has embraced the mission of “AI empowering dining, technology safeguarding livelihoods.” With resilience, precision, and dedication, the team has established new industry benchmarks through technological innovation, vividly demonstrating the responsibility and commitment of women in the new era.

Drawing on their attentiveness, patience, and care, team members accurately identified the major pain points in traditional dining services, including low efficiency and insufficient standardization. United in purpose, they concentrated their efforts on overcoming technical challenges.

By leading the creation of Beijing’s first AI kitchen project—the XiXiang AI Bistro—Jingxi Zhigu Store—the team independently developed more than 20 categories of intelligent hardware devices. They also established a process database covering over 3,000 dishes, deeply integrating AI algorithms with Internet of Things technology. This innovation enables the efficient preparation of 100 portions of stir‑fried dishes within just five to eight minutes.

The team precisely regulates oil and salt ratios in dishes while ensuring balanced nutrition, creating an intelligent dietary system. Through wisdom, innovation, and hard work, they have infused new momentum into the dining industry through technology while safeguarding public dietary health with care and warmth. In doing so, they fully demonstrate the strength and spirit of women in the new era amid the integrated development of the real economy and technological innovation.

 

Comprehensive Management Department of Xiaomi Auto Super Factory

Since its establishment, the Comprehensive Management Department of Xiaomi Auto Super Factory has upheld lean logistics operations. It has taken the lead in formulating key performance indicators and tracking them regularly, dynamically adjusting service strategies to meet evolving needs and fully supporting factory production operations.

Through professional presentations and attentive service, the team has actively promoted the communication of the Xiaomi Auto brand. In 2025, the factory’s multi‑platform self‑media content generated a cumulative online reach of more than ten million and received over 30 major reports from national, provincial, and municipal media outlets. Related coverage achieved a total dissemination volume of one billion, successfully shaping a factory culture IP with distinctive Xiaomi characteristics.

The team has consistently maintained a flawless record of zero accidents and zero complaints, earning satisfaction ratings exceeding 98%. In 2025 alone, the department received more than 130,000 visitors, including over 80 provincial- and ministerial‑level delegations, and served more than 7,800 international guests, including dignitaries and visitors from over 70 countries.

Through excellence in reception services, the team has facilitated the conversion of multiple orders and promoted the integrated development of industrial tourism. In this process, they have fully demonstrated the professionalism, responsibility, and dedication of women in the new era.

 

Guichuan Female Martyrs Guard Team

Founded in 2021, the Guichuan Female Martyrs Guard Team is the city’s first all‑female unit dedicated to honoring fallen heroes. The team is mainly responsible for tracing martyrs’ relatives, compiling and organizing martyr information, repairing memorial facilities, and editing and promoting stories of heroic sacrifice. Through these efforts, they have helped establish a “full‑chain” martyr commemoration system in Yanqing District.

Over the past five years, the Guichuan Female Martyrs Guard Team has traversed mountains and wilderness areas, ensuring that the souls of 41 were laid to rest in the Martyrs’ Cemetery. The team established a multidimensional family-tracing platform extending from “offline” to “online” and expanding from Yanqing to nationwide outreach. Through these efforts, they have successfully reunited 18 martyrs with their families, completed and refined 1,623 entries in the martyrs’ honor roll, and newly added records for 27 martyrs, ensuring that every martyr is remembered by the public.

By formulating policies for the protection of martyrs’ memorial facilities, the team has established a “dual protection” mechanism covering both facilities and cultural relics in Yanqing District.

Relying on the Pingbei Martyrs of the Chinese Peoples War of Resistance Against Japanese Aggression Memorial Park, the team has deeply explored red cultural resources and developed distinctive working models. In cooperation with relevant organizations, they created eight high‑quality immersive red heritage experience routes and extensively collected and organized martyrs’ relics and historical materials.

By publishing Flames of Youth in picture‑book form—the city’s first publication of its kind—and launching Chinese Peoples War of Resistance Against Japanese Aggression in Pingbei: A Visual Chronicle, the team has brought red heritage resources to life and ensured their transmission to future generations. These efforts inspire more people to participate in preserving and promoting the red spirit.

 

Household Service Training Group of Beijing Jingdong Century Trading Co., Ltd.

Established in 2021, the Household Service Training Group of Beijing Jingdong Century Trading Co., Ltd. is responsible for building JD.coms nationwide domestic service training system, as well as designing and delivering full‑category service programs to ensure consistent service quality and customer satisfaction.

Since its establishment, JD Household Services has organized more than 5,000 free standardized training sessions nationwide, reaching over 200,000 participants. These efforts have cultivated and supplied more than 100,000 high‑quality domestic service professionals to the industry while creating employment opportunities for tens of thousands of women.

By refining its training system and implementing a comprehensive service delivery tracking mechanism, JD Household Services successfully raised its positive service rating from 91% to 98%, earning broad recognition from both customers and the market.

JD Household Services has also created nearly 100,000 new domestic service positions across 100 cities. Bearing significant responsibilities, the entire Household Service Training Group has carried out training programs with high standards and strict requirements, providing more women with opportunities to integrate into society, realize their self‑worth, and demonstrate the strength and spirit of women in the new era. These efforts have contributed to the high‑quality development of the household service industry.

 

Municipal Appearance and Landscape Management Office of Beijing Municipal Commission of Urban Management

With strong political integrity and a proven capacity to shoulder major responsibilities, the Municipal Appearance and Landscape Management Office of Beijing Municipal Commission of Urban Management has successfully completed landscape design and arrangement tasks for major events, including the 80th Anniversary of the Victory of the Chinese People’s War of Resistance Against Japanese Aggression and World Anti‑Fascist War, the Third Belt and Road Forum for International Cooperation, the 2024 Summit of the Forum on China-Africa Cooperation, and the 2025 Global Summit of Women. In addition, the Office has consistently delivered festive landscape arrangements for Spring Festival and other traditional holidays, thereby developing systematic and professional expertise in this field.

Demonstrating courage in innovation and determination in tackling challenges, the Office has taken the lead nationwide in issuing local standards and supporting guidelines for urban furniture management. It has promoted the establishment of an all‑element, full‑cycle management system, spearheaded a multi‑department collaborative mechanism, introduced innovative research methods, enforced strict approval standards for new installations, and pioneered a dynamic guardrail management mechanism.

With a pragmatic work style and a readiness to tackle difficult challenges, the team has introduced a “one site, one strategy” mechanism to address complex issues such as cross‑jurisdictional governance of overhead lines, ownership disputes involving abandoned utility poles, and construction coordination difficulties. By completing governance tasks related to abandoned overhead poles in key areas, the team has fully demonstrated the excellent spirit and professionalism of a women-led team, making important contributions to advancing urban management in the capital.

 

Culture and Publicity Department of Beijing Traffic Comprehensive Management Affairs Center

The Culture and Publicity Department of Beijing Traffic Comprehensive Management Affairs Center is primarily responsible for traffic advocacy, social mobilization, as well as Party building and trade union work. Guided by dedication to their mission and driven by innovation, the department’s members have flourished in the field of transport culture promotion in the capital, contributing indispensable female strength to the city’s governance and development.

Since 2013, the Culture and Publicity Department has participated in establishing the Transport Advocacy Group, consistently selecting speakers from the grassroots frontline of the transportation industry. Through regular outreach activities, they bring vivid transportation stories directly to the public. Over the years, more than 200 speakers have been recruited and trained, forming a core team of over 30 members, including National March 8th Red-Banner Bearers Fang Qiuzi and He Shaohua.

To date, more than 3,200 advocacy events have been carried out, reaching government agencies, enterprises, schools, and communities, with an audience exceeding 1.8 million people.

While advancing regular transportation publicity initiatives, the Culture and Publicity Department has also launched a wide variety of cultural campaigns centered on green and civilized travel. It has curated signature events, including Creative Ride & Run, Ride Freely in Beijing, and Green Travel, Little Pioneers Lead the Way. Faced with the challenges of transforming and upgrading traditional department stores, the Planning and Investment Promotion Department of Shuangan Department Store has fully demonstrated women’s unique acumen, perseverance, and creativity. Courageously taking on major responsibilities, the team has become a shining example of women’s dedication amid the modernization drive of commercial services.

Guided by an international vision for corporate transformation, the team efficiently delivered a 15,000-square-meter renovation and restructuring project. It achieved business alignment with 170 brands, introduced 68 new brands, and facilitated the renovation of 102 existing brand stores, becoming a benchmark for international commercial development in Haidian District.

Driven by the dual engines of first-store economy and cultural experience, the team strategically introduced 16 distinctive catering brands. This initiative pushed the proportion of catering and lifestyle services from 8.5% to 24.5%. During the May Day holiday in 2025, passenger flow at newly opened flagship stores surged by 60% year-on-year, while average spending at international brands rose significantly, injecting strong momentum into regional consumption upgrading.

The team also innovatively created integrated experiential spaces such as Relaxation Retreat and Skyview Garden. Through pop-up stores and themed markets, it enhances the value of existing commercial space, significantly improving floor productivity and contributing to regional economic development.

Targeting the well-educated communities in the surrounding area, the team provides tailored services such as business negotiation venues and academic salons, creating a consumption ecosystem that integrates knowledge and lifestyle. These efforts fully showcase the unique charm and contributions of women in the commercial and service sectors.

 

Capital Airport Tax Branch, State Administration of Taxation Beijing Shunyi District Tax Bureau

Capital Airport Tax Branch, State Administration of Taxation Beijing Shunyi District Tax Bureau takes serving the development of the First National Gateway as its mission. On the front lines of tax and fee administration, it showcases the professionalism and dedication of female staff while demonstrating the responsibility of tax officials in serving the public.

The Branch is responsible for tax administration and taxpayer services for more than 5,000 enterprises within the Capital Airport Economic Demonstration Zone, including the Tianzhu Comprehensive Bonded Zone. It has taken the lead in establishing three industry-specific workstations covering aviation logistics, pharmaceuticals and biomedicine, and industrial finance, enabling efficient and targeted engagement with key enterprises under its jurisdiction.

By fully leveraging tax big data and taxpayer service demand analysis models, the Branch continuously optimizes the entire business process and steadily improves the quality and efficiency of tax administration and public services.

Adhering to law-based tax administration and scientific coordination, the Branch has proactively strengthened cooperation with the Administrative Committee of the Capital Airport Economic Demonstration Zone. It has deepened tax source analysis and follow-up research, contributing the wisdom of female staff to targeted policy implementation and improved quality and revenue collection efficiency.

The Branch also continues to optimize taxpayer services by conducting regular visits to key enterprises with annual tax payments of over ten million yuan. Over the past three years, it has held more than 60 tax-enterprise salons, delivering targeted special guidance on high-frequency tax-related matters such as individual income tax final settlement and the additional deduction of R&D expenses. These efforts have effectively supported the high-quality development of the regional economy.

 

Legal Supervision Division of Beijing Municipal Comprehensive Law Enforcement Corps of Market Regulation

The Legal Supervision Division of Beijing Municipal Comprehensive Law Enforcement Corps of Market Regulation always places political development at the forefront. It has taken the lead in completing multiple inspection rectification tasks, thereby strengthening institutional safeguards for comprehensive law enforcement work.

It has explored and established a dual review mechanism for individual cases, advancing the deep integration of legal supervision and disciplinary supervision. Over the past five years, the Division has taken the lead in formulating and revising more than 30 institutional documents, including the Interim Provisions on Case Handling, becoming a think tank and a driving force behind the steady advancement of Beijing’s comprehensive market regulation law enforcement reform.

The team innovatively established a five-in-one law enforcement supervision system, reviewing more than 1,200 case files. It also promoted the development of a comprehensive law enforcement platform covering municipal, district, corps, and institute levels, and participated in formulating the nation’s first administrative regulation on coordinated regulatory law enforcement.

Through regular legal training, the Division continuously enhances the professionalism and rule-of-law awareness of the law enforcement personnel. Guided by the principle of Capital-level Standards and Regulation for the People, the Division balances rigid discipline with humane governance.

The Division has also taken the lead in compiling more than 20 templates for reasoned law enforcement documents and providing mobile legal services at grassroots levels. By implementing inclusive and prudent regulation, issuing guidance on mitigated and reduced penalties, and strengthening supervision through case reviews and special governance campaigns, the Division has contributed to the continuous improvement of Beijing’s law-based business environment.
